The UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights (UCLG-CISDPDH) is pleased to announce the launch of the 4th wave of the Global Campaign “10, 100, 1000 Human Rights Cities and Territories by 2030”, inviting local and regional governments worldwide to join this growing international movement.
Launched in 2022 by six pioneering cities — Barcelona, Grigny, Gwangju, Mexico City, Utrecht and Vienna — the Campaign has already mobilized 100 local and regional governments across three waves (2022, 2023 and 2024). These governments form an active community committed to making human rights a reality in everyday local life, strengthening participation, equality, and dignity for all residents.
This fourth wave, launched on 10 December, International Human Rights Day, carries the slogan:
“Strengthening Local Public Services for Just and Caring Cities”
This year's focus invites local and regional governments to reflect on how human rights can be advanced by reinforcing inclusive, caring, and rights-based local public services, while fostering stronger international solidarity. The initiative also forms part of the Committee’s contribution to the UCLG Local Social Covenant and the collective journey towards the UCLG World Congress in Tangier (June 2026), centered on the theme “New Generation of Universal Local Public Services”.
An open call to local and regional governments worldwide
The Campaign is open to all local and regional governments—large or small, urban or rural, experienced or newly engaged—wishing to strengthen their commitment to human rights at the local level.
Participating cities will join a global community, exchange innovative practices, and help shape the future of the Human Rights Cities agenda.
Deadline to join the 4th wave: 25 June 2026 during the 2026 UCLG Congress.
