
The Guidance Framework for Creating a Human Rights City is a practical tool developed by UCLG and the Office of the United Nations High Commissioner for Human Rights (OHCHR) to support local and regional governments in translating international human rights standards into local action. Building on decades of experience from the global Human Rights Cities movement, the Framework provides a step-by-step approach to embedding human rights across all areas of local governance, from political leadership and institutional structures to public services, budgeting, participation, and accountability. It recognizes local governments as key actors in advancing democracy, equality, and social justice by ensuring that human rights guide everyday decision-making.
Drawing on the experiences of cities and regions around the world, the Framework offers practical guidance for establishing human rights institutions and oversight mechanisms, promoting inclusive and participatory governance, integrating human rights into local legislation, policies, planning and procurement, and strengthening access to essential public services without discrimination. Designed as a flexible roadmap adaptable to different local contexts, it equips municipalities with the tools to build more inclusive, resilient, and rights-based communities, while reinforcing the role of local and regional governments as frontline defenders and promoters of human rights.
