On the occasion of third edition of the World Forum for Local Authorities of Periphery (FALP) on “Rights and Democracy for solidarity-based and sustainable Metropolises”, the Barcelona Metropolitan Area (AMB) organized a preparatory meeting to bring its metropolitan point of view to the forum preparation.
The meeting will take place next March 12th, 2013 in the AMB head office and participants will include the Canoas city Mayor (Porto Alegre, Brazil) Mr. Jairo Jorge – the III FALP organizer -, Nanterre deputy mayor (Paris, France) Mr. Gerard Perreau-Bezzouille – network FALP coordinator. Several city mayors from the periphery of Barcelona will also participate, such as Barberà del Vallès, Cornellà, Gavà, San Feliu de Llobregat y Santa Coloma de Gramenet.
The following topics will be under discussion during this meeting:
- Which rights must be highlighted to make our metropolitan areas more sustainable and solidarity?
- Which type of democracy is necessary to promote action in this orientation?
- What is the role of local authorities of metropolitan peripheries?
- Which type of relation must they have with the capitals?
- Which philosophy is necessary to have a better metropolitan institution?

We recall that FALP is a network of local governments created in 2006 by the town of Nanterre (France) with the aim to achieve a greater political voice for the local governments of urban metropolises peripheries.
The first edition of the FALP took place in March 2006, where approximately 100 local authorities from 20 countries highly populated peripheries met in Nanterre. It was the first time that highly populated peripheries local authorities were the protagonists of a world municipality movement meeting where they took the opportunity to make their realities, struggles, experiences and wealth heard.
The second edition took place in 2010 in Getafe district (Madrid, Spain) with the intention of speeding up the debate, which, on this occasion, will tackle the questions of solidarity between metropolitan territories, sustainability and participative democracy.
The next edition of the FALP will take place in Canoas, from June 11th to June 13th, 2013, and will be based on the following sets of themes: Identities and multi-polarity; Governance and Participation; Globalisation and Metropolisation; Sustainability; Common goods and Well living.
