Citizen Participation Law of Andalucía

 

The Ley Andaluza de Participación Ciudadana (Citizen Participation Law of Andalucía) seeks to regulate participation as a right and to promote and develop participation in order to advance in the construction of dialogue and communication spaces and co-decision making with citizens.

As such, from October last year and continuing up to February 2013, information, debate and a call for contribution process has been opened based on the drafting of this future law. This process can be accessed through the following website created by the Consejería de Administración Local y Relaciones Institucionales (Ministry of Local Administration and Institutional Relations).

Initially citizens can contribute freely to the law, in both an individual and a collective manner, through virtual participation. Furthermore, as part of this stage of the process, first hand meetings will be held with organizations, collective bodies and platforms that work in social milieus in all provinces of Andalucía with aim to gathering a vision of how this future law should be constructed.

The paths foreseen for participation in the collection process are as follows:

  • Provincial Meetings
  • Meetings and/or workshops
  • Collection of Reports/Draft papers on the Law

The contributions on the Participation Law will be made through this questionnaire.

Contributions made in workshops will be available for consultation on the website up to March 2013; these will be incorporated in a second drafting phase of the draft law in order to begin processing in the Parliament of Andalucía before the summer.
