They have a direct impact on the daily lives of citizens, providing essential services such as education, health, housing, water, sanitation, social protection, and public safety. By implementing policies and programs at the local level, municipalities can ensure that human rights are not only recognized legally but are also realized practically in the daily experiences of communities.

Human rights provide a universal framework of dignity, equality, and justice, which guides the planning, implementation, and evaluation of local policies and services. MOTIVATIONS TO JOIN THE CAMPAIGN

 

Um Al-Basateen Municipality is committed to promoting and protecting human rights at the local level by aligning public services with the principles of dignity, justice, and equality. The municipality places particular emphasis on the inclusion of vulnerable groups-including women, children, older persons, persons with disabilities, and minorities—to ensure their equal enjoyment of rights and active participation in community life.

The municipality also strives to develop innovative approaches to local governance based on participation, transparency, inclusiveness, and fairness, with the aim of improving quality of life and enabling citizens to fully exercise their rights. By joining this global campaign, Um Al-Basateen Municipality seeks to benefit from knowledge resources, exchange experiences, and share best practices with other local and regional governments. The municipality also adopts a set of procedural tools and guidelines that strengthen transparency, accountability, and inclusiveness in service delivery. Key actions include:

Implementing participatory urban planning methodologies through workshops and capacity-building activities that empower all segments of society - including marginalized groups engage in local decision-making and contribute to shaping development priorities.

  • Participatory Urban Planning Manual: Ensures broad community participation in the development of local plans and guides investment decisions in alignment with community needs.
