LGUs are the closest to people and therefore play a key role in advancing human rights through inclusive services, participation, transparency, and accountability. In Palestine, LGUs contribute to strengthening community resilience, social cohesion, and equitable access to local services despite challenging conditions. APLA believes that human rights provide a practical framework for local governance and sustainable development. Through initiatives related to SDG localization, citizen participation, transparency, digital governance, APLA supports Palestinian LGUs in promoting inclusion and community engagement. APLA also believes that local governments must be empowered internationally as active actors within global human rights and development discussions. Cooperation between cities allows the exchange of experiences, solidarity, and innovative practices that strengthen local action worldwide.
APLA is joining this campaign to strengthen the role of Palestinian local governments in advancing human rights through inclusive local governance, citizen participation, transparency, and equitable service delivery. We believe that local authorities are essential actors in promoting resilience and social justice, particularly in contexts facing political and socio-economic challenges. Through this global campaign, APLA seeks to exchange experiences with international partners, contribute Palestinian local practices to the global Human Rights Cities movement, and strengthen cooperation around innovative approaches to participation, accountability, SDG localization, and inclusive public services. The campaign also represents an important opportunity to amplify the voices of Palestinian local governments within international platforms and reinforce the connection between human rights and sustainable local development.

APLA developed and promoted the Baladiya Meter digital platform to strengthen transparency, accountability, citizen participation, and monitoring of municipal strategic plans. The platform allows municipalities to publish local development progress, engage citizens through feedback tools, and improve evidence-based local governance. Also, APLA supports LGUs in localizing the Sustainable Development Goals through training, awareness activities, youth engagement, and community-based planning initiatives. These programs promote inclusive local development and strengthen the participation of women, youth, and marginalized groups in local governance processes.
