The second meeting of the Committee in 2010 took place on November 17 in Mexico D.F in the framework of UCLG´s Summit. 50 people attended the meeting representing thirty cities or institutions from 9 countries from Africa, North America, Latin America and Europe. At the meeting, participants assessed the activities undertaken during the last three years and approved the governing structure and work plan for the period 2011 - 2013.
The city of Barcelona renewed its commitment to hold the Presidency of the Committee. A First Vice-presidency was created and will be held by Saint-Denis / Plaine Commune with the mission of ensuring the representation of the CSIPD at UCLG statutory meetings. Several regional vice-presidencies were also appointed: the cities of Guarulhos and Montevideo in Latin America, Aubagne, Nantes and the Andalusian Fund of Municipalities for International Solidarity (FAMSI) in Europe and the South African Local Government Association (SALGA) in Africa. City members also decided to add "human rights" to the name of the CSIPD in order to better reflect the work that has been done for several years by the Committee.
