The 11th Conference of the IOPD will take place in the city of Lleida, Spain, from 6 to 8 April 2011, and will deal with the issue of "ICT Technologies and Citizen Participation. Civil society and communication tools". The main goal of the meeting will be to discuss the role of information and communication technologies in the design of citizen participation policies, as one of the key challenges for the improvement of the quality of democracy.

The International Observatory on Participatory Democracy (IOPD) is a platform of knowledge, exchange of best practices and networking where cities, social organisations and research centres from all over the world participate in order to promote participatory democracy in the local sphere of government. From its creation on 2001 and on an annual basis, the IOPD organises international conferences aiming to foster the debate on citizen participation and to provide a common space to share practices and expertise in this field.

Today, the IODP is made up by 457 members, among which there are 271 local or regional governments. The conference is addressed to elected officials, practitioners and experts, as well as representatives of the private and social sector, and the academia.
